ABOUT US:

The Lotus Flower is a non-governmental organization which is legally registered in the Federal Government of Baghdad and KRI. The Lotus Flower programs empower vulnerable women, girls and other community members so that they are safe, have opportunities to learn, the tools to become financially independent and the freedom to lead change. We provide safe social spaces inside refugee & IDP camps and implement projects to help them rebuild their lives and earn a living. We run multiple women’s and children centers for the IDP, refugee and host community in Iraq and have mobile teams in areas where static centers are not feasible.

The Lotus Flower services work to fill resource gaps by providing community-responsive programming which changes over time in response to feedback, but revolves around 6 pillars from the UN’s Sustainable Development Goals:

  • Peacebuilding & Human Rights

Assignment

The Legal Advisor will be contracted on a service basis to develop and deliver legal awareness sessions under The Lotus Flower’s project in Mosul. The assignment focuses on supporting community awareness and protection-related activities through the preparation of high-quality legal awareness materials and facilitation of community sessions aligned with the approved project proposal and logframe.

The Legal Advisor will be responsible for designing and facilitating 3 legal awareness sessions targeting women, men, mentors, mentees, household members, and/or relevant community participants identified by the project team. The sessions will address topics related to women’s legal rights, safe referral pathways, and the importance of creating supportive and enabling environments for women’s livelihoods and decision-making.

In addition, the Legal Advisor will develop all required session materials, including presentations, facilitator notes, handouts, and pre/post-test tools, ensuring that the content is technically sound, culturally appropriate, survivor-centred, and adapted to the local context in Mosul. All materials should be developed in simple and accessible Arabic and aligned with project objectives, awareness activities, and protection principles.

The Legal Advisor will work in close coordination with The Lotus Flower project team to ensure the quality, relevance, and consistency of the legal awareness content and session delivery.

Duties and Responsibilities:

1. Development of Legal Awareness Materials

  • Develop clear and context-specific legal awareness materials for 3 community awareness sessions, in line with the project proposal, logframe, and approved activity objectives.

  • Prepare session plans, presentations, handouts, pre/post-test questions, and any supporting tools required for the sessions.

  • Ensure the materials are developed in simple Arabic, using accessible and low-literacy-friendly language where needed.

  • Ensure the content covers the relevant project topics, including women’s rights, GBV-related legal awareness, available protection and legal support services, harmful norms affecting women’s mobility and decision-making, and women’s safe participation in livelihoods.

  • Coordinate with The Lotus Flower and CARE teams to ensure the materials are technically accurate, culturally appropriate, survivor-centred, and aligned with project messaging.

2. Facilitation of Legal Awareness Sessions

  • Facilitate 3 legal awareness sessions for selected community members, including women, men, mentors, mentees, household members, and/or other relevant participants as identified by the project team.

  • Deliver the sessions using participatory and interactive methods, such as group discussion, practical examples, storytelling, and question-and-answer activities.

  • Ensure that sessions are conducted in a respectful, culturally sensitive, confidential, and Do No Harm manner.

  • Clearly explain available legal and protection-related support services and safe referral pathways, without providing individual case management during the sessions.

  • Support participants to better understand women’s legal rights and the importance of safe and supportive environments for women’s economic participation.

3. Documentation and Reporting

  • Support the project team in administering pre- and post-tests for the 3 sessions, where required.

  • Submit final copies of all developed materials to The Lotus Flower in editable and PDF formats.

  • Provide a brief session report after each session, including key topics covered, participant engagement, challenges, recommendations, and any follow-up points.

  • Ensure all session documentation is completed in coordination with the project team, including agenda, attendance sheets, pre/post-tests, and feedback forms.

Personal Competencies:

  • Strong facilitation and public speaking skills, with the ability to lead sensitive discussions in a professional and engaging manner.

  • Excellent communication and interpersonal skills, with the ability to work effectively with women, youth, community members, and vulnerable groups.

  • Strong understanding of gender-sensitive, survivor-centred, and protection mainstreaming approaches.

  • Ability to simplify complex legal concepts into practical and understandable messages for community-level audiences.

  • Strong analytical and content development skills for preparing high-quality legal awareness and training materials.

  • High level of professionalism, confidentiality, integrity, and ethical conduct.

  • Strong organizational and time-management skills, with the ability to meet deadlines and deliver quality outputs under limited supervision.

  • Ability to work collaboratively with multidisciplinary teams and coordinate effectively with project staff and stakeholders.

  • Culturally sensitive and respectful approach when discussing legal, protection, and GBV-related topics.

Qualifications and Preferred Skills:

  • Bachelor’s degree in Law is required; Master’s degree or specialization in Human Rights, Gender, Protection, or related fields is an asset.

  • Valid membership in the Iraqi Bar Association is highly preferred.

  • Minimum 5 years of professional experience in legal awareness, legal aid, protection, GBV, women’s rights, or community-based legal programming.

  • Demonstrated experience in developing legal awareness curricula, training materials, facilitator guides, presentations, and community outreach content.

  • Proven experience facilitating legal awareness or protection sessions with women, youth, and vulnerable communities.

  • Strong knowledge of Iraqi legal frameworks related to women’s rights, civil documentation, family matters, protection, GBV, and access to justice.

  • Previous experience working with NGOs, INGOs, UN agencies, or humanitarian/development programs is strongly preferred.

  • Familiarity with safeguarding principles, survivor-centered approaches, and Do No Harm methodologies.

  • Strong report-writing and documentation skills in both Arabic and English.

  • Proficiency in Microsoft Office applications, especially Word and PowerPoint.

  • Excellent spoken and written Arabic is required; good command of English is highly preferred; Kurdish is an asset.

  • Strong commitment to gender equality, protection principles, women’s empowerment, and community-based approaches.

Compliance

  • Ensure compliance with TLF policies and protocols of confidentiality, non-discrimination, consent, respect, and safety.

  • Ensure that beneficiaries are duly informed on the Complaint Mechanism and are encouraged to share input.

  • Ensure that the Code of Conduct (CoC) and Child Safeguarding Policy are respected and promoted.

  • Strict confidentiality, respect for human dignity, and ethical professional conduct are mandatory components of this role.
