Job Overview:
The Project Manager is a critical leadership role responsible for the successful implementation of the Protection Programs of TLF in non-camp locations within the Duhok Governorate. The PM will oversee day-to-day project activities, manage a team of over 60 staff members, and ensure the effective execution of project activities in line with donor requirements, project goals, and budget. The PM will be the key point of contact for donor meetings, reporting, and stakeholder coordination, while also ensuring that the program is responsive to the needs of the targeted communities.
The PM will report directly to the Regional Director and will work closely with the Program team, HR, Logistics, and Finance departments to ensure smooth project operations and compliance with organizational policies.
Key Responsibilities:
1. Project Management:
Lead the design, implementation, and supervision of activities across multiple non-camp locations in Duhok, ensuring alignment with the objectives, activities, and targets outlined in donor proposals and project documents.
Manage and oversee project activities, ensuring high-quality implementation and coordination with the internal team and external stakeholders. Activities include needs assessments, case management, Cash for protection, mental health and psychosocial support (PSS), and awareness-raising initiatives.
Develop detailed action plans, work schedules, and activity timetables to achieve project goals. Regularly assess project performance using Monitoring and Evaluation (M&E) tools to ensure effectiveness and impact.
Proactively propose and implement adjustments to project strategies, based on assessments and feedback, to ensure continuous improvement in the project’s implementation.
Lead regular team meetings to ensure best practices in project implementation, coordination, and ongoing staff support.
Conduct initial beneficiary selection and registration processes, ensuring that all actions are based on vulnerability criteria and initial assessments.
2. Human Resources Management:
Recruit, train, and manage a team of over 60 staff members dedicated to the project in Duhok, in close coordination with the HR department and in compliance with TLF’s recruitment policies.
Lead the development and implementation of staff training plans to enhance capacity in key project areas (protection, GBV response, case management, etc.).
Provide regular performance management, including support meetings, monthly check-ins, and formal performance evaluations.
Ensure that all HR policies and procedures are understood and followed by all team members. Address any non-compliance swiftly and professionally in collaboration with the HR department.
Coordinate closely with HR on staff leaves, payroll, and other administrative HR matters.
3. Coordination & Stakeholder Engagement:
Act as the primary liaison between TLF and external stakeholders, including donors, government agencies, and other NGOs or implementing partners, to ensure smooth collaboration and the successful delivery of the program.
Represent TLF in donor meetings, inter-agency coordination meetings, and with government officials, ensuring alignment with program objectives and promoting effective communication.
Prepare and submit regular, high-quality reports to donors, government entities, and internal stakeholders, ensuring all project activities are documented and compliant with reporting requirements.
Participate in inter-agency coordination mechanisms, ensuring TLF’s interests and the needs of the beneficiaries are clearly communicated.
4. Logistics, Administration, and Finance:
Oversee the logistical and administrative aspects of project implementation, ensuring efficient use of resources and adherence to internal procedures.
Collaborate with the Logistics department to create and follow the project procurement plan, ensuring timely and transparent procurement processes in line with TLF’s guidelines.
Monitor and track project budgets, ensuring financial resources are allocated efficiently and according to the project’s needs. Alert supervisors to any discrepancies or issues requiring corrective action.
Ensure the financial and operational aspects of the project comply with donor regulations and internal financial guidelines.
5. Personal & Professional Development:

Continuously monitor the performance and well-being of the team, offering guidance, support, and development opportunities to ensure high levels of motivation and retention.
Qualifications & Preferred Skills:
Education & Experience:
A minimum Bachelor’s degree in Management, Social Work, Psychology, International Relations, Community Development, or a related field.
At least 3 years of experience in a management position (direct supervision of staff) with an NGO/UN organization.
Minimum of 3 years of relevant experience in program management, particularly in protection, gender-based violence and child protection, or community development, with strong expertise in emergency response programs.
Proven experience in managing large teams (50+ staff members), ideally in challenging and high-pressure environments.
Extensive experience working with donor-funded projects and a strong understanding of project cycle management (PCM).
Demonstrated ability to effectively lead teams, manage multiple tasks, and work under pressure while meeting tight deadlines.
Skills & Abilities:
Exceptional communication and interpersonal skills, with the ability to manage complex stakeholder relationships, including donors, government officials, and community leaders.
Strong leadership and decision-making skills with the ability to lead and motivate a large team, ensuring high performance and alignment with project goals.
Highly organized with a strong attention to detail and the ability to manage multiple projects and activities simultaneously.
Expertise in reporting, proposal writing, and preparing presentations for donors, government partners, and stakeholders.
Solid understanding of gender-based violence (GBV), humanitarian coordination mechanisms, and protection principles.
Strong proficiency in Microsoft Office (Excel, Word, PowerPoint) and familiarity with other project management tools.
Fluency in written and spoken English and Arabic is mandatory. Kurdish language skills are a plus.
